			<title>Merry Christmas 2011</title>
			<description><![CDATA[ <h3></h3>To the Members of the Wynantskill Fire Department<br>
<br>
On behalf of the Chiefs, we wish each and every member  a Safe and Happy Holiday to you and you’re loved ones.   We want to take time to thank those family members for the hours  that you spend at alarms, and drills and special projects.<br>
<br>
We look forward to working with all of our new probationary members at drills and calls and hope to keep your enthusiasm level high as you strive to become firefighters.<br>
<br>
Thank you to all the Engineers, Station assistants and especially our Officers and members that assisted in special drills above and beyond the regular to maintain our apparatus and improve the skills of the members of the Wynantskill Fire Department.<br>
<br>
As we prepare to conclude 2011 we will be projected to hit 640 alarms for the year, approximately 10% up from 2010.   The Chiefs proudly thank our members for responding to all those calls for assistance!<br>
<br>
We want to thank our brothers from Defreestville for their assistance during the year as well and the support we receive from our neighboring departments throughout the year.<br>
<br>
Lastly thanks to the Commissioners for their support throughout the year and thank you to North Greenbush Police,  North Greenbush Ambulance and the Rensselaer County Bureau of Public Safety for your continued assistance and support.<br>

Thank you to the community for your patience. We responded to over 80 requests for service including Fire and EMS calls from 8am Sunday until 1030pm Monday night when we completed our last pump out.<br>

			<title>Bus Fire Training</title>
			<description><![CDATA[ <h3></h3>This past Tuesday, May 17th, the volunteers of the Wynantskill Fire Department attacked bus fires as a training topic. Three evolutions were completed in the 2 hour time span with search & rescue, extinguishment, and ventilation evolutions being completed. Rescue 42 supplied the attacks lines while Engine 42-6 supplied the Rescue with water, Engine 42-7 shuttled water back and forth between 42-6 and a hydrant at the Vanderheyden Hall right up the road. About 25 volunteers were in attendance.<br>

			<description><![CDATA[ <h3>Ventilation</h3>On April 27th Probationary Fireman John Boemio & Pete Rivenburg along with FF Dave Albarelli were instructed on ground ladders and roof ventilation by FF/EMT Jon O'Bomsawin. Those 3 members were tought different techniques on how to throw and use ground ladders. After ground ladders the 3 members were shown how to use the 2 different saws the Wynanstkill Fire Dept uses for roof ventilation. ]]></description>

Station 42 was busy in 2010: answering 531 Fire, EMS, Vehicle Accident and calls for service to the community.   Members denoted over 8000 hours in 2010 answering those calls and training to provide a professional level of service to the community. <br>

Chief O’Bomsawin thanks all the members for their time, efforts and hard work during the past year.   The Chief also would like to welcome new members:  John Boemio, Matt Lewis, Kyle Keegan, Robert Busta and Gregory Hannigan.  <br>

Congratulations to Adam Lackey and Derek Mauriello for become newly certified New York State EMT’s.<br>

With the recent barrage of snow storms, the Department would enlist residents to adopt a “Fire Hydrant”.   When a storm strikes, it would be of considerable help to keep fire hydrants around your home clear of snow and ice in the event a fire emergency occurs.<br>

			<title>A Letter from the Chief 12/2010</title>
			<description><![CDATA[ <h3>Chief Thanks the Membership</h3>I want to take time out as we conclude 2010 and thank all the members of the Wynantskill Fire Department for their time and effort that was put into responding to alarms and training this year.<br>
<br>
We will by the conclusion of 2010 have responded to well over 500 alarms for various emergencies and requests for service from our community.<br>
<br>
Our membership has proudly and professionally answered those calls. Our firefighters have spent thousands of hours training in 2010 to provide the professional service our community deserves.<br>
<br>
I want to thank the families of our members for the countless times that their family member left a birthday party or a family event to respond to a neighbors call for help.<br>
<br>
Special thanks to Asst. Chief James V. Burt Jr. 2nd Asst. Chief Mark Mason for there efforts in training and maintaining the apparatus and equipment during the year. Thanks to my Captains for running challenging drills this year to ready our members for fires, vehicle accidents and various emergencies. A special thank you to Captain Miranda and LaBelle for all the extra time for new driver training.<br>
<br>
Thanks to Defreestville Station and Chief Swart, Clute, McCrae for their assistance during the year. Thanks to all our Mutual Aid Companies: Poestenkill, West Sand Lake, Eagle Mills, Mountain View. North Greenbush Ambulance for their EMS presence and professionalism and North Greenbush Police for their support and assistance throughout the year.<br>

			<title>Wal-Mart Recalls Electric Heaters Due to Fire and Burn Hazard Christmas 2010</title>
			<description><![CDATA[ <h3>Republished from U.S. Consumer Product Safety Commission</h3>WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed. It is illegal to resell or attempt to resell a recalled consumer product.<br>
Name of Product: Flow Pro, Airtech, Aloha Breeze & Comfort Essentials Heaters<br>
Units: About 2.2 million<br>
Importer: Wal-Mart Stores Inc., of Bentonville, Arkansas<br>
Hazard: The heaters can malfunction resulting in overheating, smoking, burning, melting and fire.<br>
Incidents/Injuries: Wal-Mart has received 21 reports of incidents, which included 11 reports of property damage beyond the heater. Injuries were reported in four incidents, three of which required medical attention for minor burns and smoke inhalation. The remaining incidents included smoke irritation, sparking or property damage beyond the heater.<br>
Description: This recall involves Flow Pro, Airtech, Aloha Breeze and Comfort Essentials 1500 watt heaters. The heaters are grey with a metal handle on the top with vents and grey control knobs on the front. The model number is 1013 and can be found on a label on the lower left corner of the back panel of the heater.<br>
Sold Exclusively at: Walmart stores nationwide from December 2001 through October 2009 for about $18.<br>
Manufactured in: China<br>
Remedy: Consumers should immediately stop using the recalled heater and return the product to any Walmart store for a full refund.<br>

			<title>Garage Fire 11-23-2010</title>
			<description><![CDATA[ <h3>WFD Responds to Fully Involved Garage</h3>A little after 11:45am on November 23rd, the Wynantskill Fire Dept., DeFreestville Fire Dept., and North Greenbush Ambulance were dispatched to a reported structure fire on Marion Avenue. Engine 42-6 with a crew of 4 responded moments later and arrived to find a 1 story detached garage heavily involved in fire. The Engine crew led by Past Chief Jay Wilson stretched a 2.5" Blitzfire line and a 2" attack line while hooking up a 5 inch supply line to 42-6. The fire was knocked down in less than 10 minutes. Truck 42 and Engine 42-7 arrived on scene shortly after to assist with overhaul. Units on scene were NG Ambulance 5530 and Medic Fly Car 5561, Wynantskills 42-6 and 42-7, Truck 42 and WFD Cars 1 & 2. All 14 WFD members cleared the scene within 2 hours. Thanks to DeFreestville Engine 9-6 who stood by at our station and Engine 9-7 who stood by in their station during the incident. Thanks to <br>

			<title>Mutual Aid to Town of Brunswick</title>
			<description><![CDATA[ <h3>Roll over with Mt. View Fire Dept.</h3>Around 6:50pm the members of the Wynantskill Fire Dept. were gathering around to head out for their weekly drill. The Bureau of Public Saftey toned out Mt. View Fire, Eagle Mills Fire, and Mohawk Ambulance for a Delta Traffic Accident roll over with entrapment at 793 Pawling Avenue. Mt. View Fire arrived on scene to find one vehicle rolled over on the passengers side with 2 occupants after hitting a support beam on a building. Mt. View Command then requested Rescue 42 to the scene and an Engine for a Landing Zone. Rescue 42 responded with a crew of 8 including 2 Captains and Cars 1,2, & 3 also responded with a total of 5. The 13 volunteers from Wynantskill cleared the scene around 7:45pm.<br>

			<title>OFPC Safety Alert - September 2010</title>
			<description><![CDATA[ <h3>Potential for Distribution of Propane Lacking Proper Odorant into New York State</h3>On Thursday September 2, 2010, the Office of Fire Prevention and Control (OFPC) was notified by the Massachusetts State Fire Marshal’s Office that they had discovered DCP Midstream’s propane facility in Westfield, Massachusetts had possibly supplied non-odorized and/or under odorized propane to multiple distributors throughout New England and New York.<br>
<br>
This Safety Alert has been prepared in cooperation with the Department of State Division of Code Enforcement and Administration and is distributed to notify the fire service, propane suppliers, and the general public on the issues associated with propane and safeguards to ensure that the threat is minimized.<br>
<br>
<br>
General Facts:<br>
<br>
Liquefied Petroleum Gas (LPG, commonly referred to as propane) is an odorless gas that, without the mixture of an odorizer, is difficult to detect without meters or alarms. LPG is flammable at a minimum of 2% mixture with air, can displace oxygen in high quantities, and is heavier than air<br>
<br>
The subject LPG facility has been distributing LPG since May 7, 2010.<br>
<br>
LPG initially purchased from other locations is not currently subject to this Safety Alert.<br>
<br>
The subject LPG facility does not conduct retail sales to the general public. Rather, it provides product to other dealers that then either resell the LPG to retail suppliers or to the general public.<br>
<br>
The New York State Propane Gas Association is working proactively to inform interested parties of the situation, and advising them to analyze their existing LPG supplies.<br>
<br>
<br>
For Fire Departments:<br>
<br>
The distinctive odor of LPG may not be present, or may be diminished, thereby making recognition that LPG is actually present within a particular situation (I.E. a pilot light out or a pipe leak) difficult. However, the lack of, or reduction in, odorant, should not have any impact on a properly calibrated meter. Fire Departments should review their meter operations manual on proper calibration and conversion factors for combustible gas monitoring specific to LPG.<br>
<br>
Fire departments are advised to treat all LPG emergencies as high-concentration leaks, wearing full PPE and SCBA with appropriate firefighting equipment until the leak can be quantified with properly calibrated meters.<br>
<br>
Due to the varying uses of the gas and quantities of consumers, LPG that may lack the proper level of odorant<br>
<br>
may be in consumer fixed and portable tanks for the foreseeable future. This is not a condition that will go away in a finite amount of time.<br>
<br>
<br>
For Code Enforcement Officials:<br>
<br>
Ensure that LPG suppliers within your jurisdiction are aware of this Safety Alert.<br>
<br>
In cases where LPG suppliers within your jurisdiction have non-odorized or under odorized LPG, distribution must cease from that location until the LPG can be odorized in accordance with the Fire Code of New York State and NFPA 58, Chapter 4. Testing for the appropriate levels of odorant (ethyl mercaptan) is done qualitatively by a ‘sniff test’ and/or quantitatively by a stain tube test.<br>
<br>
In cases were non-odorized product is identified and voluntary compliance is not achieved, facility closure requirements are found within Chapter 27 of the Fire Code of New York State and the situation may qualify for revocation of the operating permit if so issued by the local jurisdiction.<br>
<br>

For Propane Suppliers:<br>
<br>
All propane distributors should check for proper odorant level in existing supplies. In accordance with the Fire Code of New York State, and its reference standard NFPA 58, all storage and distribution tanks, including delivery vehicles and containers awaiting sale must contain odorized product. Any deficiencies warrant a voluntary shutdown, with appropriate measures undertaken to mitigate the condition. OFPC, the local code enforcement office and the local fire department should be notified if non-odorized product is discovered.<br>
<br>
Distributors should immediately notify all other parties that they may have sold non-odorized LPG to, regardless of their location.<br>
<br>
<br>
For the Public:<br>
<br>
LPG without the proper odorant is dangerous, as easy, rapid detection of a leak will not be possible.<br>
<br>
In cases when a potential of an LPG leak exists due to unmaintained equipment, is suspected, the device should be shutdown and the valves of piping and/or tanks should be closed and a qualified serviceperson should be called.<br>
<br>
In cases where an active LPG leak is suspected, with or without an odor, the area should be evacuated and the fire department should be called.<br>
<br>
If you have any questions regarding the status of the LPG distributed to your home or business, contact your LPG supplier.<br>
<br>
OFPC recommends the following general precautions before using any LPG fueled device:<br>
<br>
Ensure all connections are tight<br>
<br>
With the tank on and the grill valves off, spray a light coat of soapy-water onto all connections and fittings. If bubbles form, they indicate a leak. Shut off the tank and do not use the device.<br>
<br>
When using a barbeques or grill, be certain they are at least 10 feet from any building and not on or under any decks, porches, or balconies.<br>
<br>
Do not smoke near any propane tank.<br>

			<description><![CDATA[ <h3></h3>About 10 minutes after the monthly meeting ended, Wynantskill Fire was dispatched for for a traffic accident on Williams Rd in front of Hudson Valley Community College. Cars 1,2,& 3, Rescue 42, and Engine 42-6 called enroute seconds after the call. The chiefs arrived to find a car rolled over on its roof and advised Rescue 42 & 42-6. The patient was already out of the car and in care of North Greenbush Ambulance. ]]></description>

			<title>Response to West Sand Lake</title>
			<description><![CDATA[ <h3>Wynantskill Fire Dept responds to 3rd Alarm Fire</h3>At 6:30 & 6:37am the volunteers of the Wynantskill Fire Dept were alerted to respond to West Sand Lake for a 2nd Alarm Fire on Rabie Rd. A few minutes later the 3rd Alarm was requested. Wynantskill responded with Cars 1 & 2, and Engine 42-6 with 6 members. The 8 man crew was on scene for close to an hour and a half.<br>

			<title>New law to increase emergency vehicle visibility</title>
			<description><![CDATA[ <h3>From CapitalNews9 - YNN</h3>NEW YORK STATE -- New legislation passed by the state Senate would increase visibility of emergency vehicles. The bill would require motorists to reduce speed when passing an emergency situation along a highway but it would also allow fire companies to install additional blue lights on the rear of their vehicles.<br>
<br>
Studies have shown that those blue lights are more noticeable. Current law allows them on police and volunteer firefighter vehicles. But use of the blue lights is currently prohibited on all other fire vehicles. <br>

			<title>USFA Releases Grill Fires on Residential Properties Report</title>
			<description><![CDATA[ <h3></h3>These topical reports are designed to explore facets of the U.S. fire problem as depicted through data collected in the U.S. Fire Administration’s (USFA’s) National Fire Incident Reporting System (NFIRS). Each topical report briefly addresses the nature of the specific fire or fire-related topic, highlights<br>
important findings from the data, and may suggest other resources to consider for further information. Also included are recent examples of fire incidents that demonstrate some of the issues addressed in the report or that put the report topic in context.<br>

Findings <br>
Grill fires on residential properties result in an estimated average of 10 deaths, 100 injuries, and $37 million in property loss each year.<br>
<br>
Almost half (49 percent) of grill fires on residential properties occur from 5 to 8 p.m.<br>
<br>
Over half (57 percent) of grill fires on residential properties occur in the 4 months of May, June, July, and August.<br>
<br>
Thirty-two percent of grill fires on residential properties start on patios, terraces, screened-in porches, or courtyards, while an additional 24 percent start on exterior balconies and unenclosed porches. <br>
<br>
The leading category of equipment power source is “gas fuels” (79 percent). Within this category, propane is the power source in 69 percent of all grill fires on residential properties.<br>
<br>
“Heat from powered equipment” is the leading heat source category for grill fires on residential properties (47 percent). Within this category, spark, ember, or flame from operating equipment accounts for 28 percent of all grill fires on residential properties.<br>
<br>
Thirty-seven percent of grill fires on residential properties with item first ignited determined fall under the “liquids, piping, filters” category which includes flammable liquid/gas and accelerants.<br>
<br>
The leading category of factors contributing to ignition is “mechanical failure, malfunction” (35 percent). Within this category, leaks or breaks of containers or pipes account for 23 percent of all grill fires on residential properties. <br>
From 2006 to 2008, an estimated 5,700 grill fires on residential properties occurred annually in the United States.1,2,3 These fires resulted in an estimated average of 10 deaths, 100 injuries, and $37 million in property loss each year. <br>
<br>
Grill fires on residential properties are defined as fires where a grill, hibachi, or barbecue is the principal equipment involved in ignition and the property use is residential. Of these fires, 45 percent are residential structure fires, 47 percent are outside fires, and 8 percent are other, unspecified<br>
fires. <br>
<br>
Grill fires on residential properties consist of two major categories<br>
of incidents: fires that are confined to specific types of equipment or objects (confined fires) and those that are not (nonconfined fires). Confined fires are small fire incidents<br>
that are limited in scope, confined to noncombustible containers, rarely result in serious injury or large content losses, and are expected to have no significant accompanying<br>
property losses due to flame damage.4,5 Approximately 10 percent of grill fires on residential properties are confined<br>
fires.<br>
<br>
As shown in Figure 1, grill fires on residential properties occur mainly in the early evening hours, from 5 to 8 p.m., peaking from 6 to 7 p.m. at 19 percent. In fact, this 3-hour period accounts for almost half (49 percent) of grill fires on residential properties. Sixty-three percent of grill fires on residential properties occur during the 5-hour period from 4 to 9 p.m. Fire incidence then declines, reaching and staying near the lowest point during the morning hours (12 a.m. to 12 p.m.), and steadily rises again in the afternoon hours until reaching its peak in the early evening hours.<br>
<br>
As expected, over half (57 percent) of grill fires on residential properties occur in the 4 months of May, June, July, and August. Fire incidence then begins to decline reaching the lowest point in December, and steadily rises during the first 4 months of the year. This pattern correlates<br>
with warm-weather outdoor recreational activities.<br>
<br>
Five areas of fire origin account for 80 percent of grill fires on residential properties (Table 3). Thirty-two percent of grill fires on residential properties start on patios, terraces, screened-in porches, or courtyards. Another 24 percent of these fires start on exterior balconies and unenclosed porches, while an additional 17 percent start in other, unspecified outside areas. Less common are grill fires on residential properties that start on exterior wall surfaces (4 percent) and outside open areas including lawns, farmland, fields, and vacant lots (4 percent).<br>
<br>
The equipment power source categories of grill fires on residential properties. The leading category of equipment power source is “gas fuels” (79 percent). Within this category, propane is the power source in 69 percent of all grill fires on residential properties. The second leading equipment power source category is “solid fuels” (18 percent) which includes charcoal. For the remaining 3 percent of grill fires on residential properties, the equipment is powered by electrical, liquid, or other fuel sources.<br>
<br>
The “heat from powered equipment” category accounts for 47 percent of grill fires on residential properties where the heat source was determined. Within this category, spark, ember, or flame from operating equipment<br>
accounts for 28 percent of all grill fires on residential properties, while radiated or conducted heat from operating equipment accounts for 14 percent of these fires.<br>
<br>
The “hot or smoldering object” category accounts for 19 percent of grill fires on residential properties where the heat source was determined. This category includes hot coals, charcoal, or ashes. Additionally, the “heat from open flame or smoking materials” category also accounts for 19 percent of the grill fires. This category includes lighters and matches.<br>
<br>
Thirty-seven percent of grill fires on residential properties with item first ignited determined fall under the “liquids, piping, filters” category (Figure 4). This category includes flammable liquid/gas and accelerants. The second leading category, “organic materials,” accounts for 22 percent of grill fires on residential properties, while the third category, “structural component or finish,” accounts for 19 percent of these fires. Flammable liquid/gas (34 percent), cooking<br>
materials (18 percent), other, unspecified items (10 percent), and exterior sidewall covering, surface, and finish (8 percent) are the specific items most often first ignited in grill fires on residential properties.<br>
<br>
The leading category of factors contributing to ignition is “mechanical failure, malfunction” (35 percent). Within this category, leaks or breaks of containers or pipes account for 23 percent of all grill fires on residential <a href="http://properties.The"><a href="http://properties.The">properties.The</a></a> “misuse of material or product” category is a contributing<br>
factor in 30 percent of grill fires on residential properties. Within this category, heat source too close to combustibles accounts for 18 percent of all grill fires on residential properties. The third leading category of factors<br>
contributing to ignition is “operational deficiency” (26 percent). Within this category, unattended equipment (9 percent) and failure to clean (9 percent) account for 18 percent of all grill fires on residential properties. The “fire spread or control” category is the fourth leading factor at 10 percent.<br>
<br>
Grills, hibachis, and barbecues on residential properties continue to be a high fire risk and, on average, result in more injuries and slightly higher dollar losses when compared<br>
to all other fires. As a result, it is crucial that each household diligently practice fire safety when cooking on one of these pieces of equipment. Practicing fire safety can prevent these fires and their resultant injuries, deaths, and property loss. 			<title>Set Your Clocks, Check Your Smoke Alarms</title>
			<description><![CDATA[ <h3>Check your smoke alarms and change the batteries!</h3>This weekend, March 13 and 14, we will all be setting our clocks to Daylight Saving Time. The time change is a good reminder to check your smoke alarms. According to the National Fire Protection Association, more than 66 percent of home fire deaths that occurred between 2003-2006 were in homes without  a working smoke alarm.  A working smoke alarm significantly increases your chances of surviving a deadly home fire.<br>
<br>
A properly installed and maintained smoke alarm is the only thing in your home that can alert you and your family to a fire 24 hours a day, seven days a week. Whether you’re awake or asleep, a working smoke alarm is constantly on alert, scanning the air for fire and smoke. Smoke alarms must be maintained! A smoke alarm with a dead or missing battery is the same as having no smoke alarm at all, so test your smoke alarm monthly by pushing the “test” button, if it has one.  <br>
<br>
Smoke alarms are powered by either a battery or are hardwired into your home’s electrical system. Hardwired smoke alarms are usually equipped with a backup battery.  If your smoke alarm is powered by battery, the battery needs to be replaced annually unless it is a long-life battery (check the owner’s manual).  All batteries should be maintained and replaced in accordance with manufacturer’s guidance. <br>
<br>
Choose an annual date, such as the time change, when you will remember to maintain your smoke alarm in tip top condition. Check the manufacturer’s expiration date on the label, replace the batteries if needed, and clean dust away from the slots so that smoke can enter freely. All smoke alarms, hard-wired and battery powered, should be replaced every ten years.  These simple steps will help ensure that you and your family will have the best chance of surviving if fire should strike.<br>

			<title>Amanda's Law</title>
			<description><![CDATA[ <h3>Carbon monoxide alarm requirements to go into effect February 22, 2010</h3>As the result of legislation, Amanda’s Law will go into effect on February 22, 2010.  It requires essentially all residences, both new and existing, to have carbon monoxide alarms installed.  The specific requirements differ for new and existing residences and also on when the buildings were built and subcategories of occupancy groups.<br>

Probably the most asked question will be the requirement for existing one and two family residences.  They will be required to have one carbon monoxide alarm installed on the lowest story having a sleeping area.<br>
<br>
The proposal to modify the Uniform Fire Prevention and Building Code, in order to comply with Amanda's Law, is in the process of being adopted as an emergency rule.  The following link provides the proposed code text and legislation, Amanda’s Law.<br>

ALBANY, NY (12/17/2009)(readMedia)-- New York's Secretary of State Lorraine Cortes-Vazquez announced that effective January 1, 2010, fire protection services in the Town of North Greenbush will be consolidated under North Greenbush Fire District # 1 as the District expands to encompass the entire town. The expansion of the District was extensively researched and studied by the District, the fire departments and the Town of North Greenbush under a grant from the New York State Department of State.<br>
<br>
"This Fire District expansion is an excellent example of how two separate entities can join together while continuing to provide excellent service and providing taxpayer savings" said New York Secretary of State Lorraine Cortes-Vazquez. "In these difficult times of budget deficits, the ability of a municipality to minimize a tax rate increase or to provide a tax rate decrease while maintaining service levels speaks volumes about the dedication of a governing board. This study is also indicative of the progress that can be made and the opportunities that are available when municipalities work together to solve problems in their communities."<br>
<br>
Due to annual cost increases, projected savings can be difficult to determine; however, residents of the original North Greenbush Fire District #1 may see only a 2% increase in their fire protection tax rate this year, instead of the originally projected 3% increase. The residents of the original DeFreestville Fire Protection District may see up to a 40% reduction in their fire protection tax rate, or $148 on a property assessed at $100,000. This consolidation provides a uniform Fire District tax rate for all properties throughout the entire town of North Greenbush. In addition, all volunteers in the two departments will now receive the same benefits from the Length of Service Award Program (LOSAP).<br>
<br>
"The expansion of the Fire District will improve the organization, the efficiency and utilization of resources for fire protection services," said Daniel Garab, Chairman of the Board of Fire Commissioners. "The DeFreestville Fire Department will become a fire department within the expanded Fire District, just as the Wynantskill Fire Department currently is."<br>
<br>
"This change will fortify and enhance the teamwork that WFD and DFD have had for many, many years," said Wynantskill Fire Chief James Schirmer. "From both a financial and a fire fighting standpoint, this change makes perfect sense, and we welcome it," said DeFreestville Fire Chief Raymond Swart.<br>
<br>
Fire protection services have been provided for decades in only part of the Town by North Greenbush Fire District #1 and its Wynantskill Fire Department. In other parts of the Town, fire protection has been provided by the DeFreestville Fire Department, Inc. through the DeFreestville Fire Protection District and through contracts between the DFD and North Greenbush Fire District # 1 for portions of the District that are in proximity to the DFD fire station. Chairman Garab said recent actions by the Town, the Fire District and the DFD will result in the dissolution of the DeFreestville Fire Protection District and have cleared the way to create a town-wide Fire District with two fire Departments.<br>

			<title>Decorate Safely for the Holiday Season</title>
			<description><![CDATA[ <h3>Keep your holidays injury-free with these important safety tips from Safe Kids USA and the United States Fire Administration</h3>In addition to food, family, and gifts, decorations are one of the reasons that many look forward to the holiday season. While candles, Christmas trees, and other decorations are part of the holiday spirit, they can pose fire and poisoning hazards, especially to curious children.  Safe Kids USA and the United States Fire Administration remind parents and caregivers to take a few precautions when decorating for Christmas, Hanukkah, Kwanzaa, and other festivities. <br>
<br>
Wintertime is the most dangerous time of the year for injuries and deaths from fire.  Each year, approximately 450 children ages 14 and under die in residential fires; children under the age of 5 are at the greatest risk. “Never, never leave lit candles unattended,” says Suzanne Morton, Safe Kids USA fire and burn safety program manager. “Don’t put candles on a tree or a natural wreath, or near curtains or drapes, and keep matches and lighters locked out of reach of children.”<br>
<br>
In 2005, candles started an estimated 15,600 home fires in the United States, and the top four days for candle fires are around Christmas and New Year’s, according to the National Fire Protection Association.  Battery-operated flameless candles are an alternative that does not have a fire risk.  Decorative lighting should be labeled with the seal of an independent testing lab and should only be used outdoors if it’s labeled for outdoor use.<br>
<br>
“I am pleased to join with Safe Kids USA to raise the level of awareness about the potential dangers during the holiday season,” said U.S. Fire Administrator, Kelvin J. Cochran.  “Make sure your smoke alarms are working and that your children can hear them while they are sleeping; make and practice a home fire escape plan; and follow basic safety tips regarding holiday decorating.”<br>
<br>
<ul>If you decorate a tree, Safe Kids USA and the USFA recommend these precautions: <br>
<li>Never leave a lighted Christmas tree or other decorative lighting display unattended. Inspect lights for exposed or frayed wires, loose connections, and broken sockets. Do not overload extension cords or outlets and do not run an electrical cord under a rug.<br>
</li><li>Natural Christmas trees always involve some risk of fire. To minimize the risk, get a fresh tree and keep it watered at all times. Do not put the tree within three feet of a fireplace, space heater, radiator, or heat vent.<br>
</li><li>Decorate with children in mind. Do not put ornaments that have small parts or metal hooks, or look like food or candy, on the lower branches where small children can reach them. Trim protruding branches at or below a child’s eye level, and keep lights out of reach.<br>
</li><li>Do not burn Christmas tree branches, treated wood, or wrapping paper in a home fireplace. <br>
</li></ul><br>
<ul>Safe Kids USA also offers these tips to prevent poisoning: <br>
<li>Keep alcohol (including baking extracts) out of reach and do not leave alcoholic drinks unattended. <br>
</li><li>Color additives used in fireplace fires are a toxic product and should be stored out of reach. Artificial snow can be harmful if inhaled, so use it in a well-vented space. <br>
</li><li>Mistletoe berries, Holly Berry and Jerusalem Cherry can be poisonous. If they are used in decorating, make sure children and pets cannot reach it.<br>
</li><li>In a poison emergency, call the national Poison Control Center at 800-222-1222.<br>
</li></ul><br>

			<title>Focus on Fire Safety: Fire Prevention Week 2009</title>
			<description><![CDATA[ <h3>Stay Fire Smart! Don’t Get Burned.</h3>Cooking is the leading cause of residential structure fires and injuries. Unattended cooking is the leading factor contributing to cooking-related fires. For these reasons and many others, the theme for Fire Prevention Week, October 4-10, 2009 is “Stay Fire Smart! Don’t Get Burned!” In addition to cooking fires, a special emphasis is placed on burn awareness and prevention and keeping homes fire safe.<br>
<br>
Here are some tips you can follow to stay fire smart:<br>
<br>
Take care while preparing meals…stay in the kitchen when frying, boiling, or broiling.<br>
 <br>
If you smoke, put it out, all the way out, every time. <br>
Keep all flammables at least three feet away from space heaters…space heaters need space. <br>
<br>
Plan and practice your home fire escape plan. <br>
Make sure smoke alarms are in good working order. <br>
<br>
<br>
Kitchen Safety<br>
<br>
Fires resulting from cooking continue to be the most common type of fire experienced by U.S. households. Cooking fires are also the leading cause of civilian fire injuries in residences. These fires are preventable by simply being more attentive to the use of cooking materials and equipment.<br>
Safe Cooking Tips:<br>
<br>
Never leave boiling, frying, or broiling food unattended. Stay in the kitchen! If you leave the kitchen for even a short period of time, turn off the stove. <br>
<br>
Regularly check food that is cooking; use a timer to remind yourself that you are cooking. <br>
Keep anything that can catch fire – oven mitts, wooden utensils, food packaging, towels, or curtains – away from your stovetop. <br>
<br>
Keep the stovetop, burners, and oven clean. <br>
Wear short, close-fitting, or tightly rolled sleeves when cooking. <br>
<br>
Loose clothing can dangle onto stove burners and can catch fire if it comes in contact with a gas flame or electric burner. <br>
<br>
Have a “kid-free zone” of at least 3 feet around the stove and areas where hot food or drink is prepared or carried. <br>
<br>
Always use cooking equipment that has the label of a recognized testing laboratory, such as Underwriters Laboratories. <br>
<br>
Follow manufacturer’s instructions and code requirements when installing, cleaning, and operating cooking equipment. <br>
<br>
Plug microwave ovens or other cooking appliances directly into an outlet. <br>
<br>
Never use an extension cord for cooking appliances as it can overload the circuit and cause a fire. <br>
<br>
Check electrical cords for cracks, breaks, or damage. <br>
<br>
Smoking Safety<br>
<br>
Every year almost 1,000 smokers and non-smokers are killed in home fires caused by cigarettes and other smoking materials. The U.S. Fire Administration is working to help prevent home fire deaths and injuries caused by smoking materials. Fires caused by cigarettes and other smoking materials are preventable. You can make a difference!<br>
<br>
Smoking and Home Action Steps:<br>
<br>
If you smoke, smoke outside. <br>
<br>
Wherever you smoke, use deep, sturdy ashtrays. <br>
Make sure cigarettes and ashes are out. <br>
<br>
Check for cigarette butts in furniture or on the floor. <br>
<br>
Never smoke in a home where oxygen is used. <br>
If you smoke, fire-safe cigarettes are better. <br>
<br>
Be alert! <br>
<br>
<br>
Heating Safety<br>
<br>
More than one-third of Americans use fireplaces, wood stoves and other fuel-fired appliances as primary heat sources in their homes. <br>
<br>
Unfortunately, many people are unaware of the fire risks when heating with wood and solid fuels.<br>
<br>
Heating fires account for 36% of residential home fires in rural areas every year. Often these fires are due to creosote buildup in chimneys and stovepipes. All home heating systems require regular maintenance to function safety and efficiently.<br>
<br>
The U.S. Fire Administration encourages you to practice the following fire safe steps to keep those home fires safely burning. Remember, fire safety is your personal responsibility…..Fire Stops with YOU!<br>
<br>
Keep Fireplaces and Wood Stoves Clean<br>
<br>
Have your chimney or wood stove inspected and cleaned annually by a certified chimney specialist. <br>
<br>
Clear the area around the hearth of debris, decorations and flammable materials. <br>
<br>
Always use a metal mesh screen with fireplaces. <br>
<br>
Leave glass doors open while burning a fire. <br>
Install stovepipe thermometers to help monitor flue temperatures. <br>
<br>
Keep air inlets on wood stoves open, and never restrict air supply to fireplaces. Otherwise you may cause creosote buildup that could lead to a chimney fire. <br>
<br>
Use fire-resistant materials on walls around wood stoves. <br>
<br>
Electrical Safety<br>
<br>
Electrical fires in our homes claim the lives of 485 Americans each year and injure 2,305 more. Some of these fires are caused by electrical system failures and appliance defects, but many more are caused by the misuse and poor maintenance of electrical appliances, incorrectly installed wiring, and overloaded circuits.<br>
<br>
Electrical Safety Precautions:<br>
<br>
Routinely check your electrical appliances and wiring. <br>
<br>
Frayed wires can cause fires. Replace all worn, old or damaged appliance cords immediately. <br>
Use electrical extension cords wisely and don’t overload them. <br>
<br>
Keep electrical appliances away from wet floors and counters; pay special care to electrical appliances in the bathroom and kitchen. <br>
<br>
When buying electrical appliances look for products evaluated by a nationally recognized laboratory, such and Underwriter’s Laboratories (UL). <br>
<br>
Don’t allow children to play with or around electrical appliances like space heaters, irons and hair dryers. <br>
<br>
Keep clothes, curtains and other potentially combustible items at least three feet from all heaters. <br>
<br>
If an appliance has a three-prong plug, only use it in a three-slot outlet. Never force it to fit into a two-slot outlet or extension cord. <br>
<br>
Never overload extension cords or wall sockets. <br>
Immediately shut off, then professionally replace, light switches that are hot to the touch and lights that flicker. <br>
<br>
Use safety closures to “child-proof” electrical outlets. <br>
<br>
Check your electrical tools regularly for signs of wear. <br>
<br>
Escape Plans<br>
In the event of a fire, remember - time is the biggest enemy and every second counts! Escape plans help you get out of your home quickly. <br>
<br>
In less than 30 seconds a small flame can get completely out of control and turn into a major fire. <br>
It only takes minutes for a house to fill with thick black smoke and become engulfed in flames.<br>
<br>
Practice Escaping From Every Room In The Home <br>
<br>
Practice escape plans every month. The best plans have two ways to get out of each room.<br>
<br>
 If the primary way is blocked by fire or smoke, you will need a second way out. A secondary route might be a window onto an adjacent roof or a collapsible ladder - evaluated by a nationally recognized laboratory such as Underwriters Laboratories (UL) - for escape from upper story windows. <br>
<br>
Make sure that windows are not stuck, screens can be taken out quickly, and that security bars can be properly opened. Also, practice feeling your way out of the house in the dark or with your eyes closed. <br>

			<description><![CDATA[ <h3>Accelerated Class offered for EMT Students & Refreshers</h3>CHFD, in conjunction with the Rensselaer County Ambulance and Rescue Association will host a Summer '09 EMT Original and Refresher.  Class is to start on 06/20.  This is an accelerated program with classes two nights a week [Mon & Thurs] and Saturday.  The benefit is class will be over the third week of August.  The class will be led by Instructor Lynn Kane and her staff. <br>

CHFD is requesting any interested members to reply with an E-Mail so we can gauge interest in the program.  We will start the class with 25 students, to ensure that the program can go on.<br>

John A. (Jay) Jonas is currently assigned to Battalion 2 in Lower Manhattan. On September 11,  , 2001 , Jay Jonas was the Captain of Ladder Co. 6 and was one ofthe first responding units to the World Trade Center. Jonas and his unit were trapped in Stairwell B when the North Tower collapsed. He and the 10 others who were with him were among the total of 14 who survived the collapse and their entrapment.<br>

			<description><![CDATA[ <h3>Day Crew Sends in Two from Morning Accident</h3>The Day Crew sent in another two from a morning accident at the intersection of Williams Road and Bloomingrove Drive.  Rescue 42 was first on scene, captained by Dan Wilson Jr, initiating command, stabilizing the vehicles, and calling for additional manpower as needed.  42-7 backed up.  Two patients were transported to local hospitals: one by North Greenbush Ambulance and the other by Sand Lake Ambulance.  The scene was secured and quickly returned to service. ]]></description>

tremendous amounts of time and effort over the <br>
past few days dealing with Ice Storm 2008.<br>

This was a large under taking by all responding<br>
members to take time away from your families and respond to the volume of calls we received from dispatch and direct calls to the station.<br>
<br>
We appreciated the early help in the radio room from the start of the incident to the end.(car 2<br>
appreciated the coffee and breakfast early on) <br>
<br>
Many thanks to the ladies auxilary members who<br>
helped as well as the non-members who assisted <br>
in feeding the crews and families of the members<br>
who were out on calls.<br>
<br>
Special thanks to North Greenbush Ambulance for<br>
donating their catered meal to our members and <br>
Ngaa members on Friday Night! Sorry the banquet<br>
had to be cancelled.<br>

The preliminary response numbers as of Saturday <br>
night at 17:30 hours was at 144 calls to assist.<br>

			<title>U.S. Fire Administration Seeks a Safer “Home Fire Season”</title>
			<description><![CDATA[ <h3>Fatal Home Fires Jumped Nearly 68% during Cooler Months</h3>Release Date: November 13, 2008 <br>
<br>
WASHINGTON, D.C. – “Home fire season” starts now, and the U.S. Fire Administration (USFA) is working to make this year’s cold months safer than last years—when there was a dramatic increase in home fire deaths. According to the USFA, during the “home fire season” of October 2007 to March 2008, there was a 68% increase in the number of fatal home fires and a 67% increase in the number of people killed in home fires, compared to the warmer months. <br>
<br>
Not including arson-related deaths, from April 2007 through September 2007 at least 589 people were killed in home fires. When it became cooler, from October 2007 through March 2008, at least 982 people were killed in home fires. <br>
<br>
Through its Smoking & Home Fires Campaign, the USFA wants to make this season safer, especially as it relates to the number one cause of preventable home fire deaths in the nation -- fires caused by smoking materials. <br>
<br>
“Every year, about 1,000 people are killed in smoking-related home fires,” says U.S. Fire Administrator Gregory B. Cade. “Smokers tend to smoke inside their homes more often because it’s cooler outside, so what’s important to remember is that smoking home fires can easily be prevented.” He added, “It just takes a few seconds to light up – and a few seconds to make sure that cigarette is really out.” <br>
<br>
During this time of the year, the use of holiday lighting, ornamental candles and space heaters also raises the risk of home fires. <br>
<br>
Here’s what you can do to prevent a smoking home fire: <br>
<br>
If you feel you must smoke, it’s better to smoke outside. <br>
Inside the home, use big ashtrays with a stable base. <br>
Really put the cigarette out, don’t just tap it into the ashtray. <br>
It’s not a good idea to smoke if you are drowsy, and never smoke in bed. <br>
If people smoke while at your home, check for cigarette butts near the furniture and under sofa cushions before you call it a night. <br>
Douse butts and ashes with water before you toss them into the trash. <br>
If you or someone in your family smokes, Put It Out. All the Way. Every Time. ]]></description>

			<title>Holiday Safety</title>
			<description><![CDATA[ <h3>Focus on Fire Safety from the U.S. Fire Administration</h3>With the onset of the holiday season, it is important to focus on fire safety and prevention. The celebration of the season brings with it increased usage of electric lights, decorations, candles, and the ever popular Christmas tree, all of which can be potential fire hazards.<br>
 Additionally, cooking fires increase during the holidays as families and friends gather to celebrate. By following general fire safety precautions, potential holiday fires, deaths, and injuries remain preventable.<br>
<br>
Christmas Trees<br>
What’s a traditional Christmas morning scene without a beautifully decorated tree? If your household includes a natural tree in its festivities, take to heart the sales person’s suggestion – “Keep the tree watered.”<br>
<br>
Christmas trees account for hundreds of fires annually. Typically, shorts in electrical lights or open flames from candles, lighters or matches start tree fires. Well-watered trees are not a problem. A dry and neglected tree can be. <br>
<br>
Selecting a Tree for the Holidays<br>
<br>
Needles on fresh trees should be green and hard to pull back from the branches, and the needles should not break if the tree has been freshly cut. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has been cut too long and, has probably dried out, and is a fire hazard.<br>
<br>
Caring for Your Tree<br>
<br>
Do not place your tree close to a heat source, including a fireplace or heat vent. The heat will dry out the tree, causing it to be more easily ignited by heat, flame or sparks. Be careful not to drop or flick cigarette ashes near a tree. Do not put your live tree up too early or leave it up for longer than two weeks. Keep the tree stand filled with water at all times.<br>

Disposing of Your Tree<br>
<br>
Never put tree branches or needles in a fireplace or wood-burning stove. When the tree becomes dry, discard it promptly. The best way to dispose of your tree is by taking it to a recycling center or having it hauled away by a community pick-up service. <br>
<br>
Cooking<br>
<br>
Thanksgiving Day fires in residential structures cause more property damage and claim more lives than residential structure fires on other days. The increase is troubling as it applies mostly to cooking fires in family homes. In 2005, cooking fires were involved in roughly 1,300 reported home structure fires on Thanksgiving – that’s almost three times the daily average. <br>
<br>
It is easy to get wrapped up in entertaining guests, but it is important to monitor meal preparations since most cooking fires start when cooking is left unattended.<br>
<br>
Another of the recent culprits for the increase of cooking fires during holidays is the turkey fryer. Turkey fryers use a substantial quantity of cooking oil at high temperatures, and many units currently available for use pose a significant tipping danger. The use of turkey fryers by consumers can lead to devastating burns, other injuries and the destruction of property. <br>
<br>
The following safe cooking tips can help to make your holiday dinner safe and enjoyable:<br>
<br>
Always use cooking equipment tested and approved by a recognized testing facility. <br>
<br>
Stay in the kitchen when you are frying, grilling or broiling food. If you leave the kitchen, even for a short time, turn off the stove. <br>
<br>
Keep anything that can catch fire - potholders, towels or curtains - away from your stovetop. <br>
Have a "kid-free zone" of at least 3 feet around the stove and areas where hot food or drink is prepared or carried. <br>
<br>
Wear short, close fitting or tightly rolled sleeves when cooking. Loose clothing can dangle onto stove burners and catch fire. <br>
<br>
Never use a wet oven mitt, as it presents a scald danger if the moisture in the mitt is heated. <br>
<br>
Always keep an oven mitt and lid nearby when you're cooking. If a small grease fire starts in a pan, put on an oven mitt and smother the flames by carefully sliding the lid over the pan. Turn off the burner. Don't remove the lid until it is completely cool. <br>
<br>
If there is an oven fire, turn off the heat and keep the door closed to prevent flames from burning you and your clothing. Have the oven serviced before you use it again. <br>

Maintain Your Holiday Lights<br>
<br>
Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets, and excessive kinking or wear before putting them up. Use only lighting listed by an approved testing laboratory.<br>
<br>
Do Not Overload Electrical Outlets<br>
<br>
Do not link more than three light strands, unless the directions indicate it is safe. <br>
<br>
Connect strings of lights to an extension cord before plugging the cord into the outlet. Make sure to periodically check the wires – they should not be warm to the touch.<br>
<br>
Do not leave holiday lights on unattended!<br>
<br>
Holiday Decorations<br>
<br>
Use Only Nonflammable Decorations<br>
All decorations should be nonflammable or flame-retardant and placed away from heat vents.<br>
<br>
Never Put Wrapping Paper in the Fireplace<br>
Wrapping paper in the fireplace can result in a very large fire, throwing off dangerous sparks and embers that may result in a chimney fire.<br>
<br>
Artificial Christmas Trees<br>
<br>
If you are using a metallic or artificial tree, make sure it is flame retardant.<br>
<br>
Candle Care<br>
<br>
Avoid Using Lit Candles<br>
If you do use lit candles, make sure they are in stable holders and place them where they cannot be easily knocked down. Never leave the house with candles burning.<br>
<br>
Never Put Lit Candles on a Tree<br>
<br>
Do not go near a Christmas tree with an open flame – candles, lighters or matches.<br>
 <br>
As in every season, have working smoke alarms installed on every level of your home, test them monthly and keep them clean and equipped with fresh batteries at all times. Know when and how to call for help. And remember to practice your home escape plan! ]]></description>

			<title>Choosing Your Type of Smoke Alarm</title>
			<description><![CDATA[ <h3>Which Smoke Alarm Type is best for you and your family?</h3>USFA is aware that there is a growing controversy about which type of smoke alarm is most appropriate to protect Americans in their homes. In accordance with our mission to reduce life and economic losses due to fire, we offer the following guidance regarding home smoke alarms. <br><br>The body of scientific knowledge about fire, smoke, and smoke detection has developed over many years and is extensive. The USFA has either fully or partially funded a number of research efforts, including a recent study by the National Institute of Standards and Technology’s (NIST) Center for Fire Research. Other contributors to this knowledge include the Consumer Product Safety Commission (CPSC), the National Fire Protection Association, Underwriters Laboratories, the Home Fire Safety Council, the Residential Fire Safety Institute, the Home Fire Sprinkler Coalition, and distinguished academics with expertise in smoke alarm and sensor technology. The body of research reflects the following: <br><br>There are two types of smoke alarms in general use for residential smoke alarms: photoelectric and ionization. These types of smoke alarms sense the presence of smoke differently. <br>The type of smoke produced by a fire depends strongly on the type of fire. Flaming fires produce a different type of smoke than smoldering fires. <br>Both types of smoke alarms will detect the smoke from either a smoldering fire or a flaming fire. It has been factually established and well known for many years that: <br>Ionization type smoke alarms tend to respond faster to the smoke produced by flaming fires than photoelectric type smoke alarms, and <br>Photoelectric type smoke alarms tend to respond faster to the smoke produced by smoldering fires than ionization type smoke alarms. <br>In some full-scale fire tests, the difference in the time to alarm between ionization and photoelectric type smoke alarms has been found to be trivial. In other full-scale fire tests, the difference in response time has been found to be considerable. <br>Based upon the above, the USFA provides the following guidance to the public and to state and local legislative bodies that may be grappling with the issue of the proper type of smoke alarm to select for use in a residence: <br><br>It cannot be stated categorically that one type of smoke alarm is better than any other type of smoke alarm in every fire situation that could possibly arise in a residence. <br>Because both ionization and photoelectric smoke alarms are better at detecting distinctly different yet potentially fatal fires, and because no one can predict what type of fire might start in a home, the USFA recommends that every residence and place where people sleep be equipped with either (a) both ionization and photoelectric smoke alarms, or (b) dual sensor smoke alarms (which contain both ionization and photoelectric smoke sensors). <br>The location of a smoke alarm within a home may be more important than the type of smoke alarm present, depending on the location of a fire. There will be hamburgers, hotdogs, and soda, also activities for the kids.   17-2 is a 2008 Rosenbauer engine rescue built on a Spartan Big Easy 8 man cab and chassis it has a 1000 gal tank 1250 gpm pump and a 30 gal class A foam cell.  17-2 is our primary attack truck and is set up with 4 preconnected hand lines all capable of flowing foam.  17-2 is also equipped with a P.T.O. driven generator that runs a six head light tower and around the truck scene lights. 			<title>The One Year Anniversary</title>
			<description><![CDATA[ <h3>Remembering the Charleston 9</h3>From <a href="http://firefighterclosecalls.com/fullstory.php?67499" target="_blank">FireFighterCloseCalls.com</a><br><br>As most of us know, this evening is the 1 year anniversary of the 9 Line of Duty deaths of Captains Billy Hutchinson, Mike Benke, and Louis Mulkey; Engineers Mark Kelsey and Brad Baity, Assistant Engineer Michael French; and Firefighters Earl Drayton, Melvin Champaign and Brandon Thompson. <br> <br>In all of our lives, there are certain sad events that stick in our heads. In mine, among them are when President Kennedy was shot, Martin Luther King Jr was shot, the shuttle exploded, the Worcester 6 killed in the Cold Storage Warehouse Fire, the day my Dad passed away, The Fathers Day Fire, The Keokuk Fire, 9-11-01, and most recently, the Charleston Fire.<br> <br>That evening I was in my kitchen at home when Grant Mishoe, a Fire Captain (who runs the website  www.SConFire.com ) called and gave us a heads up that &quot;it sounds real bad...they are missing at least 1 FF&quot;...and then the calls continued on and on..and you know the rest of what happened.<br> <br>Since there has been and will be some outstanding reporting this week on what has happened-and what is being done today in Charleston, we just wanted to take a moment here to remember and honor the memories of the 9 Brothers who were killed today in this commentary. <br> <br>I was recently in a meeting with our www.FireFighterCloseCalls.com website partner Gordon G along with some others who are deeply focused on the issues of firefighter safety and survival-and one of the comments that came up (from a non-firefighter) is &quot;we need to see what we can do so fire chiefs, fire officers and firefighters can sleep better at night&quot;...the simple but serious comment was referring to the many survival and risk related issues that are on firefighters, fire officers and firefighters minds when planning ahead...to avoid tragic events. When I heard that comment-and I love that comment-because it refers to some level of peace of mind when a FD is well led, well trained and well disciplined, I thought of the 9 Firefighters who were killed in the Line of Duty in Charleston. <br> <br>In thinking about the comment, if there is anything that can be learned from Charleston, it is that leadership of any FD, at all ranks, must look beyond what they personally &quot;like&quot; or the traditions they are &quot;comfortable&quot; with...and learn what the best practices are in protecting their members when providing service. In many cases, what's best isn't always within the confines of our own departments. Chiefs, Officers &amp; Firefighters: it isn't &quot;our&quot; fire...it is someone elses...and we have to do what is best for those having the fire-and must do our best for those who are fighting the fire. The folks having their fire called us to do whatever we can to make it all better. And our families expect fire leadership to do whatever we can (before and during) to avoid those operating from getting hurt or worse. Sometimes we have to get hurt or worse. Most of the time, we don't.<br> <br>The 9 Firefighters in Charleston did exactly what was expected and performed at the exact level expected...by the leadership. They did as they were led...the lost 9 CFD Firefighters and Fire Officers themselves did nothing wrong. They lost their lives heroically-because, like any good Firefighter or Fire Officer, they did exactly how they were trained and functioned based upon how they were led. They were the product of what they received in the areas of policies, training, operating, discipline and leadership/coaching. And while they had been successful for so many years and in so many ways, one year ago today, it all fell apart in a predictable, yet preventable, manner.<br> <br>We mourn their loss and know that they did not give their lives in vain-because change is the norm now in Charleston. We also know that their loss has affected nearly every FD in North America and that the efforts of those involved in finding out what went wrong (from the members of the Routley Panel, to the NIOSH Investigation to the surviving current and retired members of the CFD themselves) has prompted deep thinking and change to many, many other fire departments, chiefs, officers and firefighters. 			<description><![CDATA[ <h3>Maintain Your Smoke Alarms!</h3>In a memo published by the Office of Fire Prevention &amp; Control, a rash of recent fatal fires have spurred an effort to remind the public to maintain their smoke detectors.<br><br>94% of American homes have a smoke detector<br>1/3 of those don't work because of a dead or missing battery.<br>1/2 of all fire-related deaths occur in the 6% of homes that don't have a smoke detector<br><br>The Office of Fire Prevention &amp; Control reccomends you buy smoke alarms with a loud siren or horn, a hush feature, a ten-year battery, a malfunction signal and a UL listing.  &quot;Most hardware stores, home stores and other retail outlets have excellent smoke alarms at reasonable prices,&quot; says Fire Administrator Floyd A. 			<title>Arson Awareness Week 2008</title>
			<description><![CDATA[ <h3>U.S. Fire Administration Announces Arson Awareness Week Theme for 2008</h3>EMMITSBURG, MD – The United States Fire Administration (USFA) announces the theme for the 2008 Arson Awareness Week: Toylike Lighters – Playing with Fire.  May 4th to the 10th will be used to educate all Americans about the dangers of novelty and toylike lighters in the hands of children.  Toylike or novelty lighters have been responsible for injuries, deaths, and accidents across the Nation. State and local governments are taking action by banning the sale of novelty lighters and limiting their distribution. <br><br>“It is critical to focus public attention on the dangers of these toylike lighters,” said Greg Cade, U.S. Fire Administrator. “We are pleased to join our partners at the National Association of State Fire Marshals, National Volunteer Fire Council, and the Congressional Fire Services Institute in supporting the ban of toylike and novelty lighters.” <br><br>  <br><br>Effective January 1, 2008, the USFA's National Fire Incident Reporting System (NFIRS) began collecting information specifically about novelty and toylike lighters. NFIRS data indicate that lighters play a role nearly equal to matches in residential child-play fires, and some studies show that lighters tend to be the preferred ignition source. When children set fires in the home, the most common area of fire origin is the bedroom, and the material ignited is often bedding, mattresses, or clothing. <br><br>    <br><br>In 2002, the National Fire Protection Association estimated 13,900 child-playing structure fires were reported in the U.S., with associated losses of 210 civilian deaths, 1,250 civilian injuries, and $339 million in direct damage. Most child-playing home fires are started with lighters or matches. The median age of children who start reported fires by playing is 5 years old, compared to a median age of 4 years old for fatal victims, and a median age in the late teens for nonfatal injuries. <br><br>  <br><br>Arson Awareness Week is promoted by the United States Fire Administration and the International Association of Arson Investigators (IAAI).  Also partnering with the USFA and the IAAI this year are the Fire Safe Children and Families Program and the National Volunteer Fire Council. <br><br>  <br><br>The major goal of Arson Awareness Week is to create a national awareness and understanding of the arson-related problem in the United States by encouraging communities to get involved in the dissemination of arson awareness information by creating a simple, identifiable, and unifying message. <br><br>  <br><br>For more information, including a media kit, poster, examples of State and local novelty lighter ban legislation, and a regional list of youth set fires, visit the Arson Awareness Week section of the USFA Web site. ]]></description>

			<description><![CDATA[ <h3>WFD Works Another Daytime House Fire</h3>Wynantskill Fire Dept was dispatched as Daytime Mutual Aid to Poestenkill today for a reported smoke coming from the roof on James Street. Poestenkill Fire Dept Asst. Chief Ray Eaton, first on scene, reported a working fire and tranmitted a second alarm. Resources from Averill Park, Mt View and Wynantskill were on scene to assist PFD. Fire heavily damaged the residence that was under construction. No firefighter injuries were reported, and the Rensselaer County Fire Investigation Team was on scene to determine the cause. 			<title>Mutual Aid House Fire</title>
			<description><![CDATA[ <h3>Wynantskill works a Daytime House Fire In Poestenkill</h3>Crews from Wynantskill Fire Department were put to work at a mutual aid house fire on Columbia Hill Road in Poestenkill today. The Rensselaer County Sheriff Deputy who was onscene reported a working fire with one possible victim. Crews from Poestenkill, Averill Park and Wynantskill worked above and beyond to extinguish the fire. Investigators from the Rensselaer County Fire Investigation Unit and Sheriff Investigators combed through the fire building. No word on the cause and no firefighter injuries were reported. Units on scene were 42-6, 42-7 and Brush 42. Crews were back in service by 1030am. <br>

			<title>Mutual Aid Brush Fire</title>
			<description><![CDATA[ <h3>Wynantskill works Brush Fire with Poestenkill</h3>On March 25, at 1307hrs the Wynantskill Fire Department was requested to assist the Poestenkill Fire Department with a brush fire that erupted while PFD was working a serious ATV accident on Legenbauer Road. WFD responded with Brush 42 and 42-7 under the command of Capt. Dan Wilson Jr. Crews from both departments worked together to contain the blaze. Crews cleared the scene at around 1400hrs. ]]></description>

			<title>Female drives into Pole</title>
			<description><![CDATA[ <h3>Wynantskill works early morning MVA</h3>On Saturday March 22nd, about 4:15am, The Wynantskill Fire Department along with North Greenbush Ambulance and the North Greenbush Police, were dispatched to an MVA - car into a pole, with possible entrapment. NGPD arrived reporting one female in the car, power pole with transformer and all utility lines down on the vehicle. The female occupant decided to jump out the car window and crawl to safety. Luckily for her the power was tripped and she crawled away with minor injuries. She was transported to Albany Medical Center by NGAA. Units on scene were Rescue 42, 42-7, Car 1, Car 2, and Fire Police. Crews remained on scene until the power company could remove the power lines off the vehicle so it could be removed. Crews were back in service by 08:30.<br>

			<title>WFD assists at MVA after police pursuit</title>
			<description><![CDATA[ <h3></h3>About 10pm on March 9th 2008, the Wynantskill Fire Dept. and North Greenbush Ambulance were dispatched to an MVA in front of Stewarts on Main Ave (Rt66). Upon arriving, crews were informed the MVA was an end result of a Stolen Vehicle pursuit. NGPD along with State Police and Rensselaer County Sheriffs pursued the vehicle towards the 43 Mall in Sand Lake, then the suspect apparently struck a K-9 deputy`s vehicle and fled back towards North Greenbush. Once back into Town the operator of the vehicle lost control making the left hand turn from Rt 150 to Route 66 and struck a tree head-on in front of Stewarts. The suspect was taken into police custody and taken to a local hospital by the North Greenbush Ambulance. FD units, R-42, 42-7, Car 1, Car 2 and members of the fire police unit, assisted police while they conducted their investigation. <br>

			<title>Feb 27, 2008 Poestenkill Trailer Fire</title>
			<description><![CDATA[ <h3></h3>2/27/08 1535 hrs- Station 27 along with Station 42 were dispatched to a Trailer Fire on Furry Rd in Poestenkill- Asst. Chief Ray Eaton(Sta 27) along with WFD Chief Schirmer arrived reporting a working trailer fire. 42-7 first on scene with a 6 man  crew went to work, stretching 2 attack lines, one for fire attack and other for exposure protection. Capt. Dan Wilson along with FF Ryan Hannigan &amp; FF Jordan Ryan made the initial attack. Capt Pat Hannigan and FF Craig Wilson were in position for Exposure Protection.  Crews from Poestenkill and West Sand Lake Fire assisted with extensive overhaul of the 40 ft 5th Wheel Trailer. Crews remained on scene until 1815 hrs. Cause is under investigation by the Rensselaer Co. Fire Investigation Team and the State Police.<br>

WASHINGTON – The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has joined with the U.S. Consumer Product Safety Commission (CPSC) in issuing a warning to consumers confronted by the recent winter weather. When there’s a power outage, exercise caution when using portable generators. <br>
<br>
Carbon monoxide (CO) is an invisible killer. You can’t see or smell it. A generator’s exhaust contains poisonous CO which can kill you in a matter of minutes. <br>
<br>
Last year, at least 65 people died from generator-related CO poisoning. Many of the deaths occurred after winter storms knocked out power. <br>
<br>
Follow these important generator safety tips: <br>
<br>
Never use a portable generator inside a home, garage, shed or other partially enclosed space, even if doors and windows are open. <br>
Place portable generators outside only, far away from the home. And keep the generator away from openings to the home, including doors, windows and vents. <br>
Read the label on the generator and the owner’s manual, and follow the instructions. <br>
Install CO alarms with battery backup in the home outside each sleeping area. <br>
Get to fresh air immediately if you start to feel sick, weak or dizzy. CO poisoning from exposure to generator exhaust can quickly lead to incapacitation and death. <br>
Last year, CPSC mandated a new danger label on generators manufactured after May 14, 2007. The label states that, &quot;Using a generator indoors CAN KILL YOU IN MINUTES.&quot; <br>
<br>
FEMA and CPSC also caution people to never use charcoal for cooking in the home. Every year individuals lose their lives attempting to cook with charcoal when power is out. Charcoal fires should only be used outside of the home. <br>

			<title>Christmas Tree Safety</title>
			<description><![CDATA[ <h3>Be Safe Around The Holidays</h3>Christmas Tree Safety<br>
<br>
The winter holiday season should be a joyous time of year. However, certain types of fires and injuries are associated with holiday decorating. In 2000-2004, U.S. fire departments responded to an estimated average of 300 home structure fires that began with Christmas trees. These fires caused an average of 14 civilian deaths, 21 civilian injuries, and $16.8 million in direct property damage each year.<br>
<br>
•When decorating Christmas trees, always use safe tree lights. (Some lights are designed only for indoor or outdoor use, but not both.) Larger tree lights should also have some type of reflector rather than a bare bulb and all lights should be listed by a testing laboratory. <br>
<br>
•Never use electric lights on a metal tree.<br>
<br>
•Follow the manufacturer`s instructions on how to use tree lights. Any string of lights with worn, frayed or broken cords or loose bulb connections should not be used. <br>
<br>
•Check your strands of lights to determine the number of strands that may be connected. Connect no more than three strands of push-in bulbs and a maximum of 50 bulbs for screw-in bulbs. <br>
<br>
•Always unplug Christmas tree lights before leaving home or going to bed. <br>
<br>
•Bring outdoor electrical lights inside after the holidays to prevent hazards and extend their life. <br>
<br>
•Never use lit candles to decorate a tree, and place them well away from tree branches. <br>
<br>
•Try to keep live trees as moist as possible by giving them plenty of water daily. Do not purchase a tree that is dry or dropping needles.<br>
 <br>
•When purchasing a live or cut tree, check for fresh, green needles. <br>
<br>
•Choose a sturdy tree stand designed not to tip over. <br>
<br>
•When purchasing an artificial tree, be sure it is labeled as fire-retardant. <br>
<br>
•Children are fascinated with Christmas trees. Keep a watchful eye on them when around the tree and do not let them play with the wiring or lights.<br>
 <br>
•Store matches and lighters up high, out of the reach of children, preferably in a locked cabinet.<br>
<br>
 <br>
•Make sure the tree is at least three feet (one meter) away from any heat source, such as fireplaces and radiators. Try to position the tree near an outlet so that cords are not running long distances. Do not place the tree where it may block exits. <br>
<br>
•Safely dispose of the tree when it begins dropping needles. Dried-out trees are highly flammable and should not be left in a house or garage, or placed against the house. ]]></description>

The names of 12 heroes were recently added to the marble and granite wall of the New York State Fallen Firefighters Memorial. During a ceremony at the Empire State Plaza last Tuesday, Gov. Eliot Spitzer, joined by other high-ranking state officials, firefighters and their families, honored those who died in the line of duty. <br>
<br><br><br>
Of those firefighters whose names were added to the memorial, three died in 2007, seven died in 2006 and the other two in previous years. <br>
<br><br><br>
“Today we honor all those who have paid the ultimate sacrifice to help keep our communities safe,” Spitzer said. “The state owes a debt of gratitude to these local heroes and their families.” <br>

State Office of Fire Prevention and Control Fire Administrator Floyd A. Madison, who served as master of ceremonies at the event, said the purpose of the ceremony was “recognizing firefighters who have made the ultimate sacrifice to the community and the state of New York.” <br>

Madison also said the purpose of the ceremony was to make sure the firefighters’ valor, service, dedication and commitment is never forgotten.<br>
<br><br><br>
“These firefighters gave their lives so others could live,” said Secretary of State Lorraine A. Cortés-Vázquez. She said it’s important to “bear witness to the selfless commitment of these men.”<br>

The ceremony also included the sounding of the bell by the Albany Fire Department, a benediction, a moment of silence, a rendition of Taps and a flyover by the New York State Police Aviation Unit.<br>

“I often pick up a newspaper and see stories of betrayed trust and things going wrong and it makes me wonder what the world is coming to,” said Assemblyman Timothy Gordon, I-Slingerlands. “Then I look at the names on the wall and their courage shows that it is a good and valiant generation. This restores the good and hope in people.” <br>
<br><br><br>
In his speech, Spitzer quoted Theodore Roosevelt, saying, “The credit belongs to the man who is actually in the arena; whose face is marred by dust and sweat and blood.” <br>
<br><br><br>
At the conclusion of the ceremony, Spitzer laid a wreath at the foot of the memorial’s statue, which depicts two firefighters carrying an injured comrade.<br>
<br><br><br>
Spitzer said that everyday New York state firefighters enter the most dangerous arena of all so that the rest of its citizens can be safe. Spitzer said they run toward danger to save lives of others and “there is no better definition of heroism than that.”<br>
<br><br><br>
The New York State Fallen Firefighters Memorial was dedicated in 1998, and as of last week, there are 2,326 names on the wall. <br>
<br><br><br>
Senate Majority Leader Joseph L. Bruno, R,C,I-Brunswick, shared his hope that at the next annual ceremony there would still be 2,326 names on this wall.<br>

“We pray to the almighty to be representative of those who really are a living memorial to courage, valor, service and humanity.<br>
<br><br><br>
“These men run into danger, carry their fallen brother and go into fires to save people they don’t know,” said Bruno. Other speakers at this event were the Rev. Joseph Salerno, the Rev. John Tallman, Rabbi Joseph Potasnik and the Rev. Wayne Jagow. <br>

			<title>WFD Open House</title>
			<description><![CDATA[ <h3>Fire &amp; Injury Prevention Team Present WFD Annual Open House</h3>Fire Prevention Week is October 7th thru October 13th and the Wynantskill Fire Department will have an Open House on Saturday, October 13 from 12 Noon until 3PM. The activities will include a demonstration by the department extrication team, a smoke detector simulation in our live fire room, firefighter dress up, a firefighter dressing competition, fire extinguisher demonstration, and our Fire Prevention puppets, Fred the Firefighter and his friends. The Fire and Injury Prevention team will be introducing FIREPUP, the team mascot, to everyone. There will be a Bouncy-Bounce for kids and hamburgers, hot dogs and soda for everyone. <br><br><br>
We will have information available on smoke detectors, carbon monoxide detectors, home fire extinguishers and the We Have A Little Emergency, child car seat program. <br><br><br>
We invite everyone to come, spend sometime with us, see what we do and learn how you can help protect your family and home. Fire and injury prevention is one of the fire department’s objectives. <br><br><br>

			<title>The Rules of Firefighting</title>
			<description><![CDATA[ <h3>John Salka FIREHOUSE article &quot;Follow The Rules&quot; 9/07</h3><p>Just about everything we are involved in has a set of rules. Orderly societies, communities and cultures establish rules for behavior, deportment and discipline to maintain a controlled, safe and productive environment. We make rules to provide guidance to the folks in our group and to direct our efforts toward positive and productive outcomes. <br>
</p><p><br>
When we drive on the highway, we follow the rules - or we receive a summons. When we play football, we follow the rules - or we receive a penalty. When we play cards, we follow the rules - or we are thrown out of the game. Most firefighters can quote the rules of their firehouse softball league, yet many don`t follow the rules of firefighting: These rules are simple and apply to everyone. Let`s look at them: <br>
<li><br>
Personal protective equipment (PPE) - Every time you respond to an emergency call, you should get off the rig with all of your PPE on. You should be completely and properly dressed for any possible situation. Bunker pants with suspenders up. Coat buttoned, to the top. Helmet on with chinstrap in place. Hood on and ready for use. Gloves on. Yes, on! Be dressed and be ready. <br>
</li><li><br>
Self-contained breathing apparatus (SCBA) - You must wear your SCBA into every building you enter. You must wear it for every call for a fire, smoke, an unknown odor, a gas leak, a chemical odor, etc. Having your SCBA on your back at a fire call is like wearing a parachute on an airplane. You may not need it a hundred times, but when the situation suddenly calls for it, you will be ready<br>
</li><li><br>
Tools and equipment - The tools and equipment on your apparatus need to be checked, cleaned, fueled and handled frequently. Career firefighters should open compartments, visually check for the presence of the tools, and handle and clean them, every tour. Saws need to be started, yes, started and run to see that they are operational. This entire process can be completed in 30 minutes or less and not only ensures that the tools are there, but that they are working, fueled and ready for use. Volunteers should perform this same function during their scheduled training periods. </li><li><br>
Training - Whether you work 40 hours per week in the firehouse or you`re a volunteer, you need to train regularly. Training is the technical and tactical basis for your operational readiness and ability. If you are not training, you are not ready! Career firefighters should be involved in an hour of training every time they are on duty. If you work 24s, you can spare an hour for training. I know you spend at least an hour involved in several other not-so-productive activities, so whether you are an officer or firefighter, find the time and train like it matters. </li><li><br>
Alarm attitude - Treat every alarm like it`s the real thing. Don`t ever get on a rig thinking that the call you are responding to is `nothing:` Every call can evolve into a deadly situation if you approach it with anything less than 100% readiness. When the military scrambles fighter jets for a perceived threat, they go at it as though the survival of the entire nation is at stake. Adopt and practice this &quot;always ready&quot; attitude on your next response. </li><li>On the road - For those of us who drive our apparatus, and for the officers supervising them, start or keep thinking about the safety and survival of your on-board crew as your primary responsibility. We`ve all heard the saying that we can`t help our citizens if we don`t get to the call. It`s <br>
true, but hard to remember when the dispatcher tells us we have a working fire and people are trapped. <br>
</li><p><br>
What we need to do is set driving priorities. Our first priority is our on-board crew. Our second priority is the motorists we are encountering enroute to the call, and the people waiting for us at the other end of our response are third. In case you`re counting, that`s last! An injured or killed motorist at the scene of an apparatus accident has exactly the same tragic impact as a fire victim. Practice restraint, drive with discipline, and get your crew to the emergency and back to the firehouse safely. <br>
</p><p><br>
These are just a few of the very basic and, by the way, easily complied with rules of firefighting. You don`t need to be a chief or even an officer to recognize the value of and follow these rules. Read them, copy them and post them on the bulletin board at the fire station. <br>
</p><p><br>
Start behaving like the professional firefighter that you are and others will take notice and maybe even follow your lead. You are the person that is most in control of your own safety and survival, so follow the rules!</p> ]]></description>

			<title>Duck Rescue</title>
			<description><![CDATA[ <h3>Firefighters rescue ducklings from sewer drain</h3>Fire Marshall Dan Wilson Sr. spotted a group of 11 newborn duckling trapped 4 feet down in a sewer drain, their mom nearby.  He summonned the help of WFD Chief David Wilson who made the call for the engine to respond to help with the rescue efforts. ]]></description>

			<title>Bus Fire</title>
			<description><![CDATA[ <h3>School Bus catches fire shortly after dropping off students</h3>The rear mechanical compartment of a schoolbus caught fire on May 14th, shortly after students were dropped off at a nearby school.  The last student exiting the bus alerted the driver to a "smokey smell" as he left.  The driver was able to navigate the bus around the corner to safety before the passenger compartment filled with fumes, at which point the driver called 9-1-1.   The first engine from Wynantskill (42-7) extinguished the small fire within minutes, as it was still contained to the rear mechanical compartment.  They checked for extension using the thermal imaging camera.  Defreestville Fire Department also responded, assisting with hydrant hookup along with 42-1.  There were no injuries associated to his incident. ]]></description>
